I have a 9 year old that is interested in creating electronics (platforms. systems, etc) and I am trying to get hims started. Is Arduino a good place for that? If so, what is the best way to start?

I would say arduino is a good place to experiment, there are a lot of things that can be made, and all down at a safe voltage.

where you can learn how pull-up work for buttons, while also being able to make things blink and the lcd write stuff, and even experiment with soldering some of the components onto the proto shield.

Sure...if he already has a PC to connect it to, etc.
I'd get him one of these: SparkFun Inventor's Kit for Arduino (Old Stock) - KIT-10173 - SparkFun Electronics
It's got lots of fun components and includes a book of projects to get started.
