Of course you can write an HTML file to an SD card! A file is a file. He already said he has an Eethernet shield to actually send it.

Depends on what you mean.
Yes, he can save an HTML file on an SD card, if he has a shield with an SD socket and circuitry.
However, he will need some way to get the data in the file to a PC or a web site in order to display it on a browser. That could be done via Ethernet, WiFi, Bluetooth, or even just a serial connection to a PC, assuming the PC has a program running that will accept the file, to pass on to a browser or send to a web site.
