Arduino 2.0 not starting

I.ve tried to load the new 2.0 version but it just shows the startup and hangs. I've tried to disable the virus software(AVG) but it still won't start.

I don't get the Arduino app to start. I tried to download it as all users and as just me but when I try to start the Arduino app it shows the start logo but freezes there.

I'm sorry for the confusion. There are two separate problems I posted. One was thyat I could no longer get Arduino 2.0 to start. The other problem was loading my originally working program into web cam module with Arduino 1.8.19.
