Arduino and flashing LEDs?

Hello, everyone. New to the forum and want to get back into making electronics.
I'm going to be building a Star Trek starship model with flashing(strobe) lights.
I'm going to be using about 9 LEDs in 3 groups for the navigation lights on the model.
Would one Arduino be able to control the LEDs or would I need more than one?

The reason I am looking into using an Arduino is it looks like it would be easier to control the rate the different LED groups flash.

An Arduino nano will do that easily. The nano is a small version of the Uno.
