Did you read this http://www.pololu.com/file/0J37/ssc03a_guide.pdf pdf? Its quite good described how to use it.
Just connect it accordingly to an Arduino, use software Serial (or hardwareserial) to control the Board. The protocol looks very straight forward as you send simply some byte to the board and it translates it to the command.

now the problem isn't the ssc03a, but the regulator, because the motor doesn't work
