I have no experience with that sensor, but looking at the instruction sheet linked by the page that you posted give me the impression that the sensor outputs a voltage proportional to sunlight (like a photovoltiac cell). The sensitivity is 60 to 100 uV/W/m2 and bright sunlight is 1000 W/m2 so the output in full sun would be 0.1V (using 100uV/W/m22) 0.1V is to low a voltage for an Arduino ADC. An amp with gain of 10 would bring that to 1.0V. Measure that voltage using the 1,1V internal reference available to most Arduino ADC. The choice of an amp and how the amp is connected to the Arduino is beyond my expertise.
