A Arduino board is one made by Arduino.cc. Arduino AtHeart is products based on the ATMega328,32u4, and 2560, and the SAM3X. Read the AtHeart page. Arduino certified means- and here I quote-
The Arduino Certified program is designed for companies using processors not currently supported by Arduino who want to certify a basic level of compatibility with the Arduino platform..

So, what do you recommend me?. I think arduino is the best option.

You should start with an official Arduino. The Arduino Certified boards are currently the Intel Galileo and Edison-they are Intel i686 and i586 processors running Linux. The Uno is the best choice for a beginner.
