It needs to be in the setup part. You also did not start your SoftwareSerial called mySerial(). Didn't check what you need to do with it but you most likely need to init that too. Use Serial.begin(desiredBAUDrate) and mySerial.begin(desiredBAUDrate) in your setup part.

What do you do with your SoftwareSerial actually. I don't think you are using it.

Connect VCC to 3.3V, you require at least 100mA on that pin. Connect ground to ground. If you supply your module from a different power source, bridge Arduino's and module's grounds. That should power up the module.

Is there any way to check if the module works at all?

Well, I guess you could lean some power against it and see if the light is on. That would go quite some way to a conclusion. Then you might see if you can sniff it with a phone to see if Bluetooth is working, it probably will be. Finally connect Arduino to it in the proper manner, and serial print "hello".

It really isn't hard.
