Arduino bt-v06 (bluetooth) not found

Hi,

I've bought a second hand arduino bt-v06.
When I connect it to the power, led 13 turns on.

But if I try to add a device to my Windows 7, I can't find it, even my phone can't.
Is it a problem about visibility? I don't know what the previous owner programmed.

Even when the Arduino boots, it isn't visible.
I don't have a programmer to reset the bootloader.

How can I fix this en program my own Arduino?

Is there a way to program it without bluetooth (and without programmer)?
I really don't know how to fix this. The device is not visible.

Okaay, I've finally got it working.
The problem was probably caused by a wrong power supply.

The label on the adapter said 5,0 V DC, but I guess that was a mistake.
When I replaced the power supply by another adapter, 4.5 v, the bluetooth device appeared.

I don't have a multimeter to test the adapter at the moment, but I guess it doesn't work correctly.
