There IS a French section, in the International part of the forum.

There are plenty of solutions.

The Arduino could move some servos waving semaphore flags; the android app could decode the flag positions to get the information.

The Arduino could use an IR LED to send information, like a TV remote control does. The android app could decode the IR data to get the information.

The Arduino could wear a bluetooth shield, and communicate more-or-less directly to the android.

It all depends on what YOU want to do.

Flewer: I want to send data from an arduino uno card to an application running on android.

The simplest, cheapest and universal method is to use bluetooth to send data to a standard bluetooth terminal app on android.
