I've ordered some PCBs I made on Easy-EDA, they arrived and work as intended. However when I try to connect the Arduino MKR WiFi 1010 to my computer it doesn't show up in Device Manager or the IDE. I've pulled the TX and RX pins from the circuit to see if that was what was interrupting the connection with no success. Just trying to see if there is something I'm missing that would stop the Arduino from connecting to my computer. This only happens when the Arduino is plugged into the circuit, if you remove the Arduino it is able to communicate to my computer correctly.
Welcome! For some reason I cannot see what you have, maybe because you are not in my lab. Post an annotated schematic showing exactly how you have built this board. Also be sure to note any logic wires over 10/25 inches/cm in length in the circuit. Post links to technical information on the hardware items and which Arduino you are using. With this information we should be able to answer your question. You have a lot of potential problems and we can play guess, guess and maybe solve it maybe not.
