We take it backwards.
What pullup resistans do you use? I prefer 10kohms
To make aurdino input low you need 0.5 mA thru the phototransistor.
You have to calculate with CTRmin = 20%
LED current must be 5 times higher = 2.5 mA
If you change pullup you have to recalculate.
