arduino doesn't appear on Device Manager

Hello,
i just got my new R3 uno board but when i connect it the computer doesn't seems to recognize it...
this is strange because with the same cable when i connect my old r3 uno board everything works just fine.
any idea?

What do you mean when you say "the computer doesn't seems to recognize it"? In Device Manager how to recognize arduino? Or in Device manager there isn't anything? Moreover what's the behaviour of the LEDs? What's your Operating System?

Here are the full ( I hope..) data:
When I connect the new arduino to the computer nothing happened. No sound and nothing on the device manager. But the board does get power, the green ON led is on
But when I connect my old one everything works fine.
What do you think?

It' s a original arduino?

Yes it's new and original. I bought it on amazon.
Actually when I connected it for the first time it appeared on the device manager and I even loaded the blink code on it but then for sone reason when I tried to upload other sketch the it said that Com3 is used by other program so I tried to disconnect the board from the usb but when I reconnected it nothing happened, meaning it doesn't appear even on the device manager.
Maybe something went wrong on the board?

Mmm it's very strange... usually the solution of this problem is change the USB cable but you say that the other arduino works fine with the same cable... Have you try to connect arduino to another computer? And what's the behaviour of the led L (the orange led)?

Very strange indeed!!
I tried to connect it to different computer I have and also there nothing happened on the device manager.
The orange led blinked several times and then stays Off. ( same behavior when I connect the my old Uno)
I thought maybe the data pins inside the USB port on the board are not with contact with the cable...
What else can be?
Pretty annoying because it's brand new board )-:

Try to control the pins with multimeter... But it's strange...
