arduino failing to upload

Arduino 1.6.8 hourly build 2016/02/19

i got an Arduino a while back and I just now am getting around to using it, and every time I try to upload it gives me this

please help ... I did the loop back test and I was un able to get feed back and devices and printers said that the device failed port reset
