I want to make a GPS tracker device to install on a motorcycle to be able to call/text the device and receive a text of the location of the tracker in case the motorcycle is stolen. However, I would like to avoid having to pay a monthly fee for something that I hopefully never have to use.
My question:
Is there a cheap prepaid SIM card or something that exists for this kind of project?

Depending on Your country and the telephone operators such a card could exist. Check up the products of the phone companies in Your country.

you need a ham radio license. In the US the entry level license is enough. 35 question test. 7 year old girls pass it often.
