Arduino IDE Menu with Gibberish Language

Hi. So I'm using Windows 7 since years ago. Earlier this year, I found a problem occuring only in several softwares. In my case, it happens in Matlab, Arduino IDE, and Android Studio.

The problem is gibberish text. The software works just fine, but I'm not comfortable to use them at this state. I have tried to change the language setting for non unicode to English (United States), but it doesn't change anything. Here I attach the screen captures for the troubled softwares. Waiting for your kind responses and the solution, thanks a lot.

I want to change the language in Arduino IDE to normal English so I can use it normally. I attached the screenshot below.

The fact that it happens across different software's indicates that it would be a computer issue and probably NOT an IDE issue.

Could you take a few moments to Learn How To Use The Forum.

Did you close all Arduino IDE windows and then start the Arduino IDE again after adding that line to arduino.l4j.ini?
