Arduino IDE not opening

Hello, I tried to google a bit but i couldn't find an answer to my problem.
My problem is that i can start arduino, but the windows wont open. I have little video of it here : Imgur: The magic of the Internet

I have tried to reinstall arduino with 3 different exe version's, also the zipped version.

I manage to download the IDE from microsoft store and it work but i don't prefere that.

Try running the debug version from the command line and see what it says; C:\Program Files (x86)\Arduino\arduino_debug.exe

Did you have a multi-monitor setup? In that case the IDE might be on the other monitor; I've seen this a couple of times when there is only one monitor available and the IDE was last used on the missing monitor; it's a Windows thing in that case.
