The Arduino IDE is mostly a Java program. However it relies on the GCC compiler to do some of the hard work.

I suspect the simple answer to your question is NO.

If you are a very competent Android programmer the answer may not be so simple.

I have no idea what Microsoft stuff has to do with it.

Microsoft Bridge for Android is for porting Android apps to Windows. Arduino IDE is not an Android app.
