Can the Arduino MEGA operate at -40C the MEGA1280 is rated at -40C but I do not know about the other parts.
I would say probably not. Most components are only rated down to 0C or -10C. The crystal particularly is vulnerable to low temperatures.
The components that are question are the LM358D and the Crystal all of the other components do meet the -40C to +85C requirement. The -40C to +85C is a common industrial range. The 0C to 70C range is the commercial or home specification.

Are you sure that the components used in the Mega are the industrial range
devices? I would have assumed that to reduces costs for the Arduino's targeted
customer commercial grade devices would be used.
