Arduino Motor Shield Issues

Was just gifted this motor shield and I am trying to figure out if it is normal for the A channel "-" led to stay on no matter what when i plug in a 9v batter to the Vin GND ports. Coincidentally, the B channel does not have this issue and works perfectly. I don't know if the shield has a issue somewhere or if it is user error. I hope it is the latter.

Any time I google anything mentioning the motor shield a slew of links info for ada fruit shields pop up but very few arduino brand shield.

I don't have the shield so I don't know if it's normal. You currently have floating inputs and hence the outputs are unpredictable (and hence nothing would surprise me). What happens when you short PWMA?

If you short PWMA to ground, both LEDs for channel A should be off.
