If it doesn't work on Windows or Ubuntu, the problem most likely is hardware, you should return it.
Why do you say it seems to work if you can't even upload a sketch? How can you tell?

I meant that it is not totally broken and probably there only issue with USB serial connection but device itself seems to work because at least power led turns on when I plug it via USB, so my assumption was that I can exactly identify what is the problem or there are alternative ways to upload sketches (but I need some guidance on this)
Anyway I had better return it...
