1 Hz square wave, 80% duty cycle, 8 volts peak to peak output.

Easy if you're okay with ~4.5 vdc p-p output.

If you need something over the normal output voltage of the Arduino, you would need an NPN transistor, appropriate resistors and a dc power source of the appropriate voltage.
