I dont see where D2,D3,D4,D5,D6,D7 is set as OUTPUT.

Only flash and fire is set as OUTPUT.

I FOUND THE ISSUE! The signal wire was shorted to the power supply, not in the enclosure but near the device the signal was being sent to.
