Arduino Newbie - Wanna start an Advance Personal Vaporizer Project

Hi, I know basic electronics and intermediate c/c++/c# programming. I'm hoping to get some guidance on starting an Advance Personal Vaporizer (APV) Project similar in this video:

Edit: This device is for "vaping" aka electronic cigarette/smoking (e-cig). The device is basically putting out a controlled voltage to the heating coils (atomizer) to vaporized the e-liquid. Any recommendation of the basic components/modules that I'd need to get me started would be very much appreciated.

I have no idea what that was supposed to be doing. I suggest you either ask the author for help replicating his project, or work out what it does and design your own implementation.
