I want to make a prototype : read the nfc tag, then send via bluetooth.

What device I should buy?
Is there can be NFC Shield and Bluetooth shield process at 1 module arduino

is there any program for them.

Depends on the particular shields. Generally, yes.

Shields are hardware. They don't need programming.

The Arduino does. That is what you need to develop. Otherwise, you might just as well buy something.
