Arduino not powering on using USB

My arduino uno and my esp8266 doesn't power on when they are connected to my laptop but they power on when connected to my power bank

Does anything get power from the laptop usb?

Well what does that tell you? Tells me this is not even Arduino related and tells me your laptop USB port(s) are not functional as to outputting 5.0 Volts on the USB ports. If the laptop has multiple ports you can try another port. If you can't charge your phone from the laptop obviously you have a failed USB port on the laptop.

Is the power turned on to the port? Some computers allow this since I do not know what you have I cannot say for sure. If it is not controllable power it down completely for over night if possible then restart it and see if the port starts working. Reason for this some units used a poly fuse that was placed where it could not cool down enough to properly reset.

So did you follow the procedure I wrote out for you? If that is to much just assume the port is fried.
