Post #3 may be the secret to all of this.
Assuming youre ,easuring the right value in the right place...
With nothing but the power supply connected,
What ACTUAL voltages are you seeing at the VIN, 5V and 3V3 pins ?
The fact you’re measuring 2V7 on a logic high output is a concern.
This needs to be resolved before any other troubleshooting.
