With nothing but the power supply connected,
What ACTUAL voltages are you seeing at the VIN, 5V and 3V3 pins ?
With just the power supply, the output voltages at the concerned pins are normal as expected.
However, as soon as I connect the L293D with the Arduino, the board is going on a continuous reboot loop.
