Arduino on domain computer as non admin user doesn´t start

Hi,
on Win 10 Creators Update Arduino starts as Administrator on a Domain Computer.

BUT: As non admin-user the arduino windows shows shortly, and closes then again.

I tested the exe and the zip Version.

Any ideas to solve this?

Thx

Update:

Arduino_Debug.exe says:

So I´ve added a Arduino15 Folder in C:\Users\wurch\AppData\Local manually. And it works. But it is not a solution, to do this manually for every user…

I´ve created a GPO, and this GPO creates a folder Arduino15 for every user. Not pretty, but I think it could work.

Please fix this bug.
