My new Arduino Opto(ordered here) shows an exclamation mark in Windows Device Manager when connected (USB). Driver is missing.

Where do I get the driver for this?

Try to install "Arduino PLC IDE Tools" from https://www.arduino.cc/en/software
Also I'd suggest to install the Opta Core on the Arduino IDE, and see if you can upload sketches directly.
Thanks for the answer. In the meantime I found some drivers in C:\Users\username\AppData\Local\Arduino15\packages\arduino\hardware\avr\1.8.6\drivers
The Opta Core I had already installed.
FYI: The PLC IDE has its own pakage folder, that's why you need to install the PLC IDE Tools separately
