Is it possible to flash Arduino Pro mini 3v3 Atmega328 8mhz with Arduino Uno?
Or using this - USB 2.0 - UART TTL 3.3В / 5в перехідник на PL2303HX купити в Києві та Україні
Having no luck with those? Am I doing something wrong it's not possible to flash with it?

Windows 10 Pro x64; Arduino IDE

Error messages like this:

avrdude: stk500_getsync() attempt 1 of 10: not in sync: resp=0x00

The question is still there, is it possible to flash with those tools that I mentioned?
I thought that RX TX are 5v volts, and they are not compatible with Arduino Pro Mini 3v3
