arduino pro mini with NRF24L01+PA+LNA to control pan tilt system on drone

Hi all,
I am trying to use 2 Arduino pro mini's with 2 NRF24L01+PA+LNA's to control a pan/tilt system on a drone, I'm not 100% sure on how to program my Arduino's to do this however and was wondering if anyone had any tips, I need the Arduino to take two button inputs per axis since the joy sticks on my controller are already being used.
