i dont think an arduino had enough resolution speed or processing power to do video capture. i'd personally recommend a cheap 5$ bttv chipset capture card (lots of surplus from the 90's) and a program like tvtime (linux) or dscaler (windows). works like a charm for me. lag is acceptable
