You start with an Arduino Uno and make a led blink 
Seriously, that is how to start.
You can change to small Arduino boards later.
Try to make some sensors or GPS work, and see if you like doing that.
I don't know how much processing power you need, or how heavy it may be.
For example the Arduino Yun has wifi, but you could also use a long range wireless module.
