Arduino program does not open

I have a network with a domain (AD), has at least 20 computers and all they installed the Arduino using the login local administrator. In the Arduino folder was given full control permission. When a user logs into the machine and try to run the Arduino, open the splash screen and logs it closes. Has anyone experienced this, have any suggestions?

These 2 statements appear inconsistent.
If you installed locally on each computer, you need to grant full control to all users on each computer.

I assume u are using Windows.
Where is the user data stored? locally or on a network drive?
FWIW there are 2 Arduino folders.
To which one did u grant full user control?

You can try the following...
Create a shortcut to start the IDE on the desktop.
Right click the shortcut and run the IDE as administrator.
