What is the program to write on Arduino IDE to control the RPM of 1st motor, RPM and direction of 2nd motor and only direction of the 3rd motor via WiFi through Blynk application in ESP32 DEV board?

You seem to have the wrong idea of the function of this forum. We do not write code for people. We are happy to help people to write their code though. If you really want the code written for you you can post in the Gigs and Collaborations section. Be prepared to provide a great deal more information on your project and be prepared to pay for the service.
Otherwise, the way for you to write the code, yourself, is to break the task into small parts and research how to accomplish each part. When you have trouble with code, post the code, a description of what the code should do, a description of what the code actually does and how the two differ.
