Yes it is a nonsense. You don't GET those values you GET within +/- 1% of those values and as the range of what you GET overlaps then their is no point in specifying one thing or the other. Resistor values you actually GET are not clustered around a mean.
Yes it can make a difference in some circuits, especially active filters but 1% is way too wide to make any practical difference in such a circuit. For these circuits you need an "adjust on test" circuit, like a trimable nicrome resistor.
