It can measure fatigue if the person is dead. Heart rate would then be 0.

It's called a heart rate sensor.
If it drops below a certain number (say, 10 bpm) the subject won't be able to work any more. Ever.
Any physiology textbook will inform you that heart beat frequency is an independent phenomenon. The rate goes up when there is some load or emotion (e.g. reading and commenting an Arduino forum topic), heat beat goes down when the person rests. If heart beat = zero, then you are in deep, dep trouble, man! Fatigue cannot be measured with a heart contraction frequency meter. You will need a biochemical marker, or an inquiry (rate your fatigueness between 0 and 10).

Why deep trouble? You'd simply be dead.
Also no more ability to work, which was the question of OP. As long as there's a heartbeat, the subject is alive, and able to do work.
The condition that the heart beats yet pumps insufficient volumes of blood is called "decompensatio cordis", that is, the patient feels permanenty very fatigued and is incapable of doing any physical work.
