Arduino sensors

I'm doing this project with a group of friends at school, where a satellite with our arduino in it is launched to a height of 1 kilometer (it's called Cansat).
Our goal is to then receive signals on the ground and track its location. i just can't find the right sensor to use, i found the RF 315MHz-433MHz transmitter-receiver module, but its range isn't big enough. We already have the APC220 radio transmitter/receiver. Does anyone know if there is any other sensor we could use?

Could you connect to a mobile phone network, create data connection through that?

In the scenario you paint, be careful not to breach any government regulatons. I think it is reasonable that blasting large areas with strong radio signals really does need SOME regulation, despite my general aversion to the government telling us when we may sneeze!
