Arduino setup with LED matrix, time and weather data and a light barrier

I’m completely new to Arduino and I’m trying to find out if it is the right thing for what I have in mind.
Maybe someone can give me some hints on this.

Of course I did a bit of research ahead of this but still I’m not really sure.

I would like to use a led matrix as an output device. I can’t use a preassembled matrix because the matrix will be built into a wooden board. Are there any RGB matrix models? Preferably bigger than 8x8? Are the leds powered by the arduino board. Sorry for asking these questions but I have no idea at the moment.

As an input device I would like to use some kind of light barrier system. I want to observe a passage of approx. 1,5m width. I read about these ultrasonic wave modules. Are the annoying or unsafe for dogs? Are there any other options?

How the whole thing should work. I would like to get weather information and time data from the internet via wifi and display it as simple information on the med matrix. the light barrier would work as a basic interface. Whenever a person passes the system would react to this. Such as: Switch modes from weather to time. Or greet the person.

Will this work with Arduino?
