i want to design Arduino shields as comercial
and i have 2 questions!

do i need any type of license from Arduino

the shields as pcb boards and not compete product need any type of CE certification?

Arduino provides an open source license on most of their hardware designs. So if you are using their design or adapting it, you already have a license. Just make sure you comply with the terms of it and there is no need for any additional special permissions.
If for some reason the provided open source license does not meet your needs, you could contact Arduino at license@arduino.cc to see whether they can arrange to offer you a different license in exchange for payment. But really I don't think that is a likely scenario.
If you are designing your own hardware without using Arduino's design then you have full ownership of the intellectual property of that design and don't need to get a license from anyone.

Keep in mind this is only about the design itself. "Arduino" and the Arduino logos are trademarks owned and actively protected by Arduino and you must make sure to not infringe on that trademark. You can learn all about that here:
They are a complete product that you can add stuff to or program to do sums etc.
I would be surprised if there were an exception for things like Arduino boards, since it would be easy enough to claim that a lot of products, with no program loaded for instance or that were in several modular parts, were not 'complete' products.
But this is a hobby forum really, so you should ask a lawyer or CE specialist.
