Arduino Substitute

Recently, I used my arduino to make some LEDs fade to music I was playing in Winamp through a plugin. I want to replicate this to gift to someone else, but I don't want to use the arduino (since a fraction of its potential is being used in this project).

Any ideas on how I would make this without the Arduino? Minimal cost is a bonus.

You could use a cheaper arduino like the mini pro: http://www.robotsimple.com/Arduino/Arduino_Pro_Mini_328_5V_16MHz or just get the preprogrammed AVR and add you own components to it as needed (at least you'd need an external resonator: http://www.robotsimple.com/ATmega328_with_Arduino_Bootloader

If you have the know how then you could get an ATtiny chip, program it with the bootloader using internal clock and then it should be less than $6 or so to make something that works.

Or an ardweeny, its like a promini but in a DIP package http://www.solarbotics.com/products/kardw Not sure if there's any hassle ordering from Canada.
