Arduino support - controller & switch for sound installation

Hi there! I am looking to hire someone in the LA area to help me program a controller and sensor for an interactive sound artwork - should be pretty straightforward. The folks at SEEED recommended three products to me to achieve this, including: a main controller, sound loudness sensor, and a relay. According to their techs... "The basic system is as follows: the sound sensor detects the external sound intensity, and when the volume exceeds a certain threshold, the master controller activates the relay. and your music playing device can be connected to the relay to play music."

Are you sure your description is correct. ? So when it gets noisy you make it even more noisy by turning your music on ??

Well I'm actually after the opposite - when there is any speaking in a given room, the audio track (player or speakers - doesn't matter what turns off) stops..
