Arduino Uno cannot upload sketch, The system file Cannot be found,

Arduino: 1.8.13 (Windows 10), Board: "Arduino Uno"
I've been using this Arduino board for a while and I haven't had any issues with it. This is the first time that I was able to use it on my new windows 10 machine and it refuses to post any sketch to the board. I have the Uno plugged into a USB 2.0 port, and I do not think I am using ONE drive. I posted all the information I can down below, as I have tried changing the port number, updating drivers, restarting my machine, reinstalling the IDE, and resetting the board. Help would be much appreciated, thank you.

Have a read of this , about half way down - drivers for win 10
Might help ?

You should not change port numbers. Undo that first.

The default COM port after a fresh install of the IDE is COM1. So the COM3 is a result of you interfering with it or it used to work before on the same PC. Which one?

What does Windows device manager think about your board? Does the board show? Which COM port? Any yellow exclamation triangles?

If it worked before on the same PC, how did you abuse ( ) the board?

And see @hammy's reply.

So after a fresh install of the IDE, it is now reading as Arduino: 1.8.13 (Windows 10), Board: "Arduino Uno"

Using Port : COM3

Using Programmer : arduino

Overriding Baud Rate : 115200

avrdude: ser_open(): can't open device "\.\COM3": Access is denied.

avrdude done. Thank you.

I'm going to try to reinstall my drivers, and in the device manager it reads " USB serial Device ( COMM3) with no
indicators or caution warnings. Also, this board has seen better days. Its a generic Chinese uno, but I did try it with a mac with a fresh IDE and it seemed to post just fine.

UPDATE: Thank you! after a lengthy reinstall of not only the arduino drivers but my USB drivers, it is now working on COMM 4, COMM 3 is still causing trouble but it is posting code!
