Arduino UNO getting hot LED pin 13 ON, Reset Button not work, can´t upload

Chip: ATMega328P-PU
Accidentally a voltage of 10V was introduced in an analog pin of Arduino UNO, in that moment my computer turned off and I unplugged everything, after that, I plug only the USB cable in Arduino and I noticed my Arduino getting hot, the question is how I know if the board could be restored, if I want to upload a program I obatin the next message:

avrdude: stk500_getsync(): not in sync: resp=0x00

when I press the reset button, the board doesn´t reset, it´s not working... Someone know some way to solve this?

Loopback test failed, I try using the FLIP technique of uptadting the firmware and still the problem

The uC getting hot is usually a sign that it is blown.
Time for a new chip.
Next time, turn off power before moving wires around.

If you damaged the USB/Serial interface chip too, pretty much time for a new board.
Try removing the '328 and run the "loopback test"
