Arduino Uno ISP and ATTINY2313 LED not blinking

I am pretty new to electronics and arduino. I tried to program an ATTINY2313 (ATTINY2313A-PU) by following instructions from this site Programming Attiny2313 with Arduino Uno. Blinking program was uploaded successfully.. without any error. But the led on Pin 13 (PB1) of ATTINY2313 is not blinking. i tried uploading the program using both attiny2313@1Mhz and attiny2313@8Mhz, but still LED is not blinking :disappointed_relieved:. Please help me on this :cold_sweat:.

As mentioned in the instructions : pin 13 is PB4 or physical pin 16
