Arduino Uno R3 connected in Com 1 but my Laptop device manager Shows Co 3

I am using Windows 7, an Arduino Uno and COM port is COM3.
When uploading the Blink sketch the error message " can't open device "\.\COM1" " pops up.
I don't understand why Arduino says cam't open COM1.
The Tools menu and the Device Manager both say the Arduino Uno is connected to COM3.
This problem occurs with both the 1.8.1 and all versions of the IDE.

Select COM3 from the Tools > Port menu.
