Arduino Uno R3 Programmer is not responding

Hi! I recently got an Arduino Uno R3 clone but I am unable to to upload a sketch. I attached the logs.

I have read the sticky and searched through google and these are what I tried to do:

  1. Used USB 2.0
  2. Installed drivers manually per https://www.arduino.cc/en/Guide/DriverInstallation
  3. Used a different USB port
  4. Did a loopback test (The device passed the test)
  5. Installed Ubuntu and tried to run the IDE there (same error)
  6. Ensured nothing is connected to RX and TX
  7. Downloaded and installed CH340/341 or CP2102

The device shows as Arduino Uno (COM3) under PORTS (COM & LPT).

I cannot test if burning a boot loader would fix it - I don't have the tools.

Any idea how to fix this?

Sounds like it does not have bootloader code installed, that is what talks to the PC to allow serial downloads.
This little guy works well to install a bootloader, is inexpensive, and has free shipping in the US.
Be sure to read the manual before using to make sure the target is powered correctly.
