Arduino uno shock

I plugged in a usb into my computer and them back into my arduino and did a simple sine led flashing and then I unplugged the usb from my computer and then tried to unplug it from the arduino its self. Do I have to wait a certain time before I can touch it also i was using this on a rubber and fabric mat.

No, once the USB cable is unplugged from the computer and the Arduino itself that is still connected to the other end of the cable is unpowered, there's no potential for an electric shock. In fact, even if the cable is still plugged in, the potential for a shock is very minimal since any decent power supply should prevent this thing from happening in the first place.
