What will happen if I will insert a new and blank atmega micro controller on the UNO board instead of
the original one that came with the board from factory ?
will I be able to download the sketch into it and the board will work as usual
with the new sketch ?

No. First, you will need to install a bootloader on the new chip. You need either a 2nd Arduino or an external programmer to do this.
Why a 2nd ARDUINO ? why not the on hand ARDUINO ?

What, on that Arduino, are you going to talk to? The new chip does not have a bootloader, so you can't talk to it.
You could just buy one with the bootloader already installed.
You should be able with some learning and hopefully no bad mistakes to be able to put the new chip on a breadboard with a few parts and load a bootloader using the UNO as an ISP.
